"The Honoré-Mercier Avenue rehabilitation demonstrated excellence at every level and throughout each phase of the project. It is an exceptional, multi-layered urban design solution for what is a prominent but very challenging site. It successfully addressed numerous design and technical issues, such as traffic calming and pedestrian comfort, and integrated artistic innovation in detailing and historical referencing. What was previously a windy, hostile environment, engineered mainly for the automobile, became a pedestrian friendly and elegant transition from freeway to ceremonial boulevard. This project can serve as an outstanding example of urban design for other parts of the country. The quality of the submission itself is also to be commended."
